The image: cutting stone to reveal jade; effort brings success. The verdict: the treasure is hidden in stone and few know it; once things are clear, you may act fully.
During a Tang drought, Emperor Taizong asked all officials to submit advice. The general Chang He could not write well, so Ma Zhou, a poor scholar staying with him, wrote twenty-odd proposals for him. Taizong saw they were not Chang He's, sent carriage after carriage to fetch Ma Zhou, and after talking with him made him a censor.
