The verdict stresses never forgetting: after receiving help, remember to be grateful and give back. Mulian's offering freed his mother and helped all beings; that is the spirit here.

天皇降恩。始終莫忘。晨昏禮念。可宜燒香。
The image: heaven bestowing grace; things succeed with great fortune. The verdict: heaven grants favour; never forget it; pay respect morning and evening, and burn incense in thanks.
In Buddhist scripture, the disciple Mulian saw his late mother suffering as a hungry ghost; any food he offered turned to burning coals at her lips. The Buddha told him to make offerings to the monastic community on the fifteenth day of the seventh month; through their merit his mother was freed, and all suffering beings shared the benefit. This is the origin of the Ullambana festival.
