"The gentleman plays the zither to woo; the lady does not throw her shuttle to refuse." One side reaches out, and the other does not refuse. Someone is showing interest; if you are willing too, respond and it can happen.

Two allusions combined: Sima Xiangru played the zither at a banquet to win the young widow Zhuo Wenjun, who eloped with him; Xie Kun of Jin flirted with a neighbour's daughter, who threw her weaving shuttle and knocked out two of his teeth. Here: the gentleman woos and the lady does not refuse.
